Noting that he has met with ASEAN officials three times in the last six months, with the third one during Sunday's ASEAN-US Ministerial Meeting at the Philippine International Convention Center (PICC), Tillerson said: "I think, it is indicative of the importance that the United States pays and places upon this relationship with ASEAN".

"We hope again that this ultimately will result in North Korea coming to a conclusion to choose a different pathway, and when the conditions are right that we can sit and have a dialogue around the future of North Korea so that they feel secure and prosper economically", added Tillerson, the Post reported.

Tokyo will "closely" cooperate with the ASEAN countries, China and South Korea "in order to increase the predictability of a regional or world economic crisis", Japan's new foreign minister, Taro Kono, said during the meeting in Manila. The sanctions include a ban on coal and other exports totaling more than $1 billion.

"We will be monitoring that carefully and certainly having conversations with any and all that we see who may not be fully embracing not just the spirit of those sanctions but the operational execution of those sanctions", Tillerson said. "The main elements of this cooperation appear to be the transfer of North Korean liquid-fueled missile technology to Iran, but with very few reports of Iranian solid-fueled technology going the other way", said Dewey.
