The measure was first introduced by Councilwoman Kendra Black.

Denver would join Los Angeles as the next major American city to ban this medical procedure.
In the US, declawing is prohibited in the cities of Los Angeles, San Francisco, Santa Monica, Berkeley, Beverly Hills, Culver City, West Hollywood, and Burbank.
The local impetus for a ban is Denver veterinarian Aubrey Lavizzo, the local leader of the Paw Project, who persuaded Black to push for it. Australia, Japan, Brazil, Israel and multiple countries in Europe also have similar bans.
A ban could potentially lower the number of cats in rescue shelters.
Denver is the first city outside of California to enforce a declawing ban.
