"We had a lot of discussion at this North Atlantic Treaty Organisation meeting ... over what is the proper engagement with Russian Federation and I think there is broad consensus among all the North Atlantic Treaty Organisation members that there is no normalisation of dialogue with Russian Federation today", he told reporters.
Tillerson has said there can be no normal USA relations with Russian Federation until Moscow ends its support for separatists in Ukraine and returned the Crimea region it annexed in 2014 - comments likely to reassure Western allies.
Before leaving, he angrily dismissed reports that members of US President Donald Trump's White House team want him to resign and be replaced by Central Intelligence Agency chief Mike Pompeo.
