White House legislative liaison Marc Short denied reports that Kelly had offered his resignation, and said he was doing an "outstanding job".
Republican Trey Gowdy, chairman of the House Oversight Committee, announced Wednesday that he's opening an investigation into White House clearance procedures with a focus on Porter, and he intends to get to the bottom of it.
"You don't want people with domestic violence allegations hired, whether there's security clearance at issue or not", he added. "There's a breakdown in the vetting system and then that breakdown needs to be addressed". Porter has denied the accusations. The FBI said it gave the Trump administration information on multiple occasions previous year about Porter and that the investigation wrapped up in January.
That account by FBI Director Christopher Wray challenged the White House assertion that Porter's background "investigation was ongoing" and officials first learned the extent of accusations against him only last week, just before he abruptly resigned. When the allegations first surfaced in an article in the Daily Mail, Kelly called Porter a "a man of true integrity and honor", but did not make mention of the victims.
"John Kelly has done a remarkable job as chief of staff for president of the USA and I look forward to continuing to work with him", Pence said.
And the West Wing's bungling of the Porter case has led to speculation that chief of staff John Kelly's job may be in jeopardy.
White House press secretary Sarah Huckabee Sanders told reporters Monday, "The White House had not received any specific papers regarding the completion of that background check".
Mulvaney told "Fox News Sunday" that everyone in the White House, including Trump, was pleased with Kelly's performance.
Porter had been operating under a temporary clearance that have him access to some sensitive information without a final clearance. Porter was interviewed about the allegations in September, an official said.
Roughly a dozen top White House officials, including Trump's son-in-law Jared Kushner, have yet to achieve a full security clearance, according to Kushner's lawyer, Abbe Lowell.
