Zuckerberg said during testimony last week that the company collects data about people who have not signed up for Facebook "for security purposes".
Zuckerberg began to explain a few of the basics, but eventually said his team would follow up with more information later.
It's hard to get out of Facebook's reach and a blog post by Facebook's product management director David Baser reiterates this in many ways. "This is because other apps and sites don't know who is using Facebook", reads the blog post.
Social plugins, like the "Share" or "Like" buttons, which you can find on outside websites, like shopping pages and news articles.
One of Zuckerberg's major slip-ups was when he was asked how long Facebook retains data after a user has deleted his or her account. This is the tool Kogan was using for his personality quiz app.
In return for that information, Facebook helps those websites serve up relevant ads or receive analytics that help them understand how people use their services.
"Whether it's information from apps and websites, or information you share with other people on Facebook, we want to put you in control - and be transparent about what information Facebook has and how it is used", Baser wrote in conclusion.
Other companies, including Twitter (NYSE:TWTR), Pinterest and LinkedIn (NASDAQ:MSFT) have similar setups, Facebook says.
The browser shares your IP address so the website knows where on the Internet to send the site content.
Google has its own Analytics service. In its proxy, Facebook says it does "not consider Mr. Zuckerberg's overall security to be a perquisite for his benefit", but now discloses the costs as "all other" compensation in the company's proxy.
