Pompeo's remarks come despite the Trump administration's previous emphasis on not following the paths of past US governments that offered economic aid to Pyongyang, in return for incremental steps to end its nuclear program.

North Korea outlined steps Saturday to dismantle its nuclear testing site - and confirmed that global journalists, including those from the United States and the United Kingdom, would be invited to watch this month as its tunnels are blown up.

"Several key operational support buildings, located just outside the North, West and South Portals, have been razed" since April 24, write Frank V. Pabian, Joseph S. Bermudez Jr. and Jack Liu.

The respected 38 North website said Tuesday that satellite images dated May 7 showed "the first definitive evidence that dismantlement of the test site was already well under way".

Still, analysts say the closure wouldn't represent a material step toward full denuclearization. "The White House underscored the importance of shutting down the test site and allowing thorough inspection and verification by nuclear specialists".

The North said the invited reporters will receive visas from the North Korean embassy in Beijing and will fly from Beijing on May 22nd on a charter flight to Kalma airport in Wonsan along with other foreign reporters.

The official report published on KCNA stated: "Foreign journalists will be invited to observe the shutdown to ensure the transparency of discontinuance of the nuclear test".

"I think Chairman Kim understands that: I think he appreciates the fact that this (summit meeting with Trump) is going to have to be different and big and special, and something that has never been undertaken before". Kim refuted claims by Chinese scientists that parts of the site had been so badly damaged by previous explosions, particularly its sixth and last test in September, that it may now be unusable, Moon's office added.

Trump and North Korean leader Kim Jong Un are set to meet June 12 in Singapore for the first ever summit between a sitting USA president and a North Korean leader.

Speaking to the press in the Austrian capital, Vienna, Mr. Guterres also expressed hope that the "positive momentum" will be consolidated during the summit between the United States and North Korea, scheduled for next month.

Pyongyang for decades has been pushing a concept of "denuclearization" that bears no resemblance to the American definition, vowing to pursue nuclear development unless Washington removes its 28,500 troops from South Korea and the nuclear umbrella defending South Korea and Japan.
