Draper's plan would loop the Central Coast in with Los Angeles in one state simply called "California". "Think of North Carolina and South Carolina; North Dakota and South Dakota; West Virginia and Virginia - California is already known for its Northern and Southern identities", according to the Cal 3website.
If the proposal passes in November, it would still need to be approved by Congress.
The CAL3 initiative has gathered 600,000 signatures, 235,000 more than required to qualify for the ballot. With its 55 electors in the Electoral College, California has always been a stronghold for the Democratic Party.
The plan would create three differently sized regions, but all would have roughly the same population.
