10 July 2018, 02:14 | Hattie Nash

Erdogan named his son-in-law Berat Albayrak as treasury and finance minister in an updated cabinet that excluded former deputy prime minister Mehmet Simsek, seen as the main market-friendly minister in the previous government.

The inauguration in parliament after Erdogan's June election victory will be followed by a lavish ceremony at his palace attended by dozens of world leaders marking the transition to the new executive presidency system.

"We, as Turkey and as the Turkish people, are making a new start here today", he told the dignitaries and thousands of guests. He also promised to "leave behind a system that cost the country heavily because of the political, social and economic chaos it caused in the past", according to Hurriyet Daily News.

Ties with the United States and other North Atlantic Treaty Organisation partners also frayed, but Turkey remains crucial for any hope of stability in Syria and Iraq and curbing refugee flows to Europe.

Under the new decree, the president will decide on the promotion of top officers, including colonels, brigadier generals, rear admirals, generals and admirals, in the Turkish Armed Forces (TSK).

Turkish President Recep Tayyip Erdogan makes a speech during a ceremony at the Presidential Palace in Ankara, Turkey, on July 9.

Erdoğan took the oath of office in a ceremony in the Grand National Assembly, the culmination of almost a decade of political activism to transform the country's parliamentary democracy into a presidential system. "In other words, Turkey will be an institutionalized autocracy". The only European Union leaders are set to be Bulgarian President Rumen Radev and Hungary's strongman Prime Minister Viktor Orban. In 2016, a coup to depose him failed.

Current Foreign Minister Mevlut Cavusoglu could, in theory, continue in his job but reports have said Erdogan may choose his spokesman, Ibrahim Kalin, or even spy chief Hakan Fidan to succeed him.

But the pro-government daily Yeni Safak wrote under the headline "historic day": "One page is closing in Turkish history and a new page is opening".
