Georgia Declares Emergency as Hurricane Florence Approaches
Up to 1.7 million people have now been ordered to leave their homes as the U.S. braces for Hurricane Florence.
"This will likely be the storm of a lifetime for portions of the Carolina coast", the National Weather Service in Wilmington, North Carolina, wrote in its Tuesday evening area forecast discussion, adding in a Wednesday report that flooding in southeast North Carolina and northeast SC could be "unprecedented".
Georgia Governor Nathan Deal declared a state of emergency "in light of the storm's forecasted southward track after making landfall".
Although the storm has been designated Category 3 rather than 4, emergency services were warning it could hit the coast with the force of a "Mike Tyson punch."
"I've been through hurricanes before but never with kids", she said.
Duke Energy, the nation's No. 2 power company, said Florence could knock out electricity to three-quarters of its 4 million customers in the Carolinas, and outages could last for weeks.
"As we have been predicting, this hurricane is unpredictable", McMaster said at a news briefing updating the state's response to Florence on Wednesday.
SC ordered the mandatory evacuation of one million coastal residents while North Carolina ordered an evacuation of the Outer Banks, barrier islands that are a popular tourist destination. Shelters in the city were filling and some people were being bused inland to Raleigh, even though some residents there were told they might have to evacuate.
Georgia joined four other coastal states issuing an emergency declaration as the latest forecasts showed Florence dumping historic amounts of torrential rain on the southern state.
Their entire neighborhood evacuated in Wilmington, North Carolina, David and Janelle Garrigus planned to ride out Florence at their daughter's one-bedroom apartment in Charlotte. "We just need to figure out how to make it through".
Forecasters anxious the storm's damage will be all the worse if it lingers on the coast. The trend is "exceptionally bad news", said University of Miami hurricane researcher Brian McNoldy, since it "smears a landfall out over hundreds of miles of coastline, most notably the storm surge". "If you are on the coast, there is still time to get out safely". "Also, a little creepy".
Facebook builds AI to understand memes
Facebook employs flesh and blood moderators too, of course, but its fancy algorithms play a huge role in the experience. For better or worse, memes are a part of the online culture, and they are especially prevalent on social media sites.
Apple Introduces $749 6.1-inch iPhone Xr
The new watch, with a price tag that starts at $399 in the U.S. and €499 ($580) in Germany, is a more comprehensive health device. Overall I found the new Apple Watch 4 a lot more attractive than its predecessors - though it's still a quite steep price point.
