The US granted the waiver to eight countries, including China and India, the biggest buyers of Iranian oil, to keep crude oil prices stable.
The US says it wants to reduce Iran's oil exports to zero - a goal Mr Book says will depend on how closely the sanctions are observed. Some leading Iran hawks appeared to agree with the administration's approach.
