A 9-year-old boy has convinced a northern Colorado town to abandon its almost 100-year ban on snowball fights.

"All of the kids always get blown away that it's illegal to have snowball fights in Severance", Kyle Rietkerk, assistant to the town administrator, told the Tribune before Monday's meeting.

After some discussion surrounding safety, the board voted unanimously to lift the ban.

"I thought it was insane", Dane Best said. "Because his grandpa couldn't".

The ban on snowball fights is part of a larger ordinance that makes it illegal to throw or shoot stones or missiles at people, animals, buildings, trees, or any other public or private property or vehicles.

Shortly after the meeting, Best was granted the opportunity to throw the first legal snowball.

After a month of preparation, during which he wrote letters with classmates to support his cause, Dane was primed to appeal to his audience's sense of history and the march of human progress.

"He did a brief little introduction about who he was and why he was there, then he went through his PowerPoint presentation and presented evidence to the board", he said. "Today's kids need a reason to play outside".

But in an interview with reporters , he said he was not serious when he said the statement. The President added: "Of course it was a joke".

'The law was created many years ago. Under the current definition, that includes snowballs.

He delivered a presentation on the subject to a local town board, who backed his message on Monday night.

While no one in Severance has actually been cited for throwing a snowball, the nine-year-old believed it was time to change the law for good.

Best satisfied other, more serious, questions, agreeing with the board that kids should not throw snowballs with rocks in them - and that they should not target windows.

"We are proud of him for taking initiative to make some change, no matter how small it may be", Derrick Best, Dane's father, told CBS Denver.

Dane's arguments in favor of throwing snowballs resulted in a unanimous vote to repeal the 98-year-old ban.
