President Rodrigo Roa Duterte delivers his speech after leading the groundbreaking ceremony for the construction of the Panguil Bay Bridge in Tubod, Lanao del Norte on November 28, 2018.

"I just want to shake the tree in a middle of a speech because it will be boring if there wasn't any [joke]", Duterte said.

But in an interview with reporters, he said he was not serious when he said the statement.

The President added: "Of course it was a joke".

Duterte was responding to criticism that he had missed a number of meetings at the recent ASEAN summit in Singapore, which he said he had to skip because he was taking power naps.

Kevin Hart to host the Oscars & the internet is a mess!
The 39-year-old has become a bankable star with films such as "Ride Along", "Jumanji: Welcome to the Jungle" and "Night School ". The Academy's official Twitter account posted a tweet saying: "Welcome to the family, @KevinHart4Real".

Now, being in the second year of a Trump presidency, we may be desensitized to politicians making freakish claims (who uses marijuana to stay awake??).

From calling a reporter in the USA a "son of a whore" in 2016, to kissing a married woman on stage during a political speech, Philippines President Rodrigo Duterte seems to beat US President Donald Trump in being politically incorrect. "It's the opposite, so obviously there was no logic there, so he was joking".

Panelo even said Duterte's remark defied logical reasoning, then it must be a joke.

"One joke will not make him a bad leader". "This can not stand. We refuse to get used to it", she added. Duterte had even publicly proclaimed during his election campaign that he would kill those involved in the drug trade: "If I make it to the presidential palace I will do just what I did as mayor".

"I'm going to hold my government accountable for publicly calling me a criminal", she said on Sunday night in brief comments to journalists gathered at the airport.

Missing tourist: 'The longer this goes on, the more worrying it is'
DI Beard said the Briton's relatives were understandably "distraught" and her father was on his way to New Zealand. Another brother urged people to share the post, adding: "We haven't heard from my sister since Saturday".

"Leaders of the country should be careful [about] giving out messages because our words influence our [government] policies", he said.

The Youth for Mental Health Coalition (Y4MH) said the President's casual admission that he used marijuana might have "indirectly promoted" the use of the illegal drug at a time when thousands were being killed on mere suspicions that they were drug users or peddlers.

Senate President Vicente Sotto III rejected the proposal to legalize marijuana for medical use as he feared people wanted it legalized but not for medical purposes. If the audience is laughing, you are joking.

"If you have a justifiable reason for so doing or will introduce evidence to show that it's not true then you will be acquitted", Panelo said.
