The US Navy has not conducted a freedom of navigation operation in the area since 1987 during the height of the Cold War, a naval source told CNN.
The U.S.is required to notify Turkey under a treaty that governs the passage of military vessels from the Mediterranean to the Black Sea.
Kyle Raines, a spokesman for the Fleet, which oversees naval operations in the region, told CNN, adding, "We routinely conduct operations to advance security and stability throughout the United States 6th Fleet area of operations to include the worldwide waters and airspace of the Black Sea". Russia's claim is based on a baseline drawn across the mouth of Peter the Great Bay and extending the 12 nautical mile zone out from that baseline.
The operation comes as the United States and Russia are clashing over a variety of issues, including US accusations that Russia has violated terms of the 1987 Intermediate Range Nuclear Forces Treaty, or INF, and USA complaints over recent Russian operations near Ukraine. "That is true in the Sea of Japan, as in other places around the globe", McMarr said.
United States officials say such operations are meant to enforce the right of free passage in global waters and to challenge excessive claims.
The Defense Department regularly conducts such "freedom of navigation" exercises, but it usually does so in the South China Sea in challenges to claims by China.

Last month, Russian Federation seized three Ukrainian navy ships in the Kerch Strait, which links the Black Sea and the Sea of Azov.
The U.S. Pacific Fleet acknowledged the move by the USS McCampbell was a "challenge" to Russia, CNN reported.
