The mayor's office insists the NYC Care program is not intended as a substitute for a universal health insurance plan that some Democratic state legislators are pushing for, or a national single-payer plan.
The option will also provide healthcare to undocumented immigrants, said de Blasio, because they are still part of the community.
Proponents of a nationwide Medicare for All system were quick to applaud de Blasio's plan as a major victory for health justice and a significant step toward the establishment of a statewide single-payer system in NY.
Mayor Bill de Blasio cited his "socialistic impulse" in describing an ideal world where New York City government has control over all land and building development in his city. "Through our own public option and a new program called NYC Care, we'll ensure the first stop for people isn't the emergency room", de Blasio tweeted on Tuesday.
But it's unclear how the program will be funded, and Republicans swiftly objected to using taxpayer dollars to pay for health care for those in the country illegally.
"Health care is a right, not a privilege reserved for those who can afford it", de Blasio said in a statement on Tuesday. He said the city will make sure the process is "seamless".
The program is expected to cost at least $100 million a year.

The mayor said all services would be affordable on a sliding scale for those who are able to pay a portion of the costs, while those who can not afford to pay will receive care for free. Officials hope to get the program up and running within two years, and while they weren't able to project wait times for secondary physicians, they hope that participants won't have to wait more than a week or two to see a primary doctor.
