Australian police claimed that the man was arrested at his home in rural Victoria state late Wednesday, hours after several consulates - including Pakistani mission - in Melbourne received the suspicious packages.
A man has been arrested after almost 40 suspicious packages were discovered at foreign embassies and consulates across Australia.
Avan appeared at the Melbourne Magistrates Court on Thursday, the Associated Press reported.
The man is expected to appear before Melbourne Magistrate's Court on Thursday morning.
In a statement the AFP and Victoria Police said they believed the substance was sourced from his home in Shepparton.
There is no ongoing threat to the public, authorities said.
The incident comes just days after emergency services were called to the Argentinian consulate in Sydney's CBD after reports that a suspicious substance was found in a parcel.
At least two consulates in Melbourne did not contact authorities about packages until they received an email from the Australian government.
"After learning of incidents at three offices in Sydney and Canberra, DFAT sent a note to all diplomatic missions in Canberra on January 8 alerting them to the possibility of suspicious packages being delivered by mail", a spokesman said.
DFAT said IT had sent an email to all Canberra-based diplomatic missions yesterday, and then to other consulates across Australia.
