Sparring over the president's proposed border wall led to a record 35-day partial shutdown of the federal government over Congress' inability to pass a spending package that included the funds he has claimed is necessary to build his wall along the southern border.

Trump is making his second State of the Union address with a new backdrop: for the first time a Democratic Speaker of the House, Nancy Pelosi of California, will be looking over Trump's shoulder as he speaks in the House chamber of the U.S. Capitol.

Pelosi and Trump have repeatedly clashed in recent weeks.
