INFERNO A fire destroyed much of a hotel in the Indian city of Delhi
The fire broke out before dawn at the budget Hotel Arpit Palace in a congested part of central Delhi.
Seventeen people have died in a fire at a hotel in western New Delhi.
Local media reports said the woman and the child died as they tried to escape by jumping from a window.
Delhi minister Satyendra Jain told the NDTV news website that the Arpit Palace had built a fifth floor with a kitchen and a terrace, even though the owners only had permission to build four storeys.
Frequent raids by civic authorities to enforce building codes, fire safety measures and evacuation procedures have failed to curb violations in the rapidly expanding Indian capital, a city of more than 18 million people.
"There was wooden panelling on corridors because of which people could not use corridors to evacuate", another fire officer told reporters.
Footage showed flames leaping from the top floor.
Karol Bagh, filled with shops and budget hotels, is popular with tourists.
