North Texas Children Found Malnourished and Living in a Dog Cage

Two parents charged with child endangerment after two of their four children were found starving and locked in dog cages will be arraigned in court Wednesday.

Police discovered the children Tuesday in clutter and filth, with two in a crate placed in a barn converted into living space, Wise County Sheriff Lane Akin said.

The children are ages five, four, three and one.

When deputies arrived, they found two children inside a small dog kennel.

Wise County jail records show Andrew Joseph Fabila and Paige Isabow Harkings, both 24, are each charged with four counts of criminal child endangerment.

Akin says two of the children were inside, but that the deputies found two more in an outbuilding, crammed into the 3-by-3 feet (90-by-90 centimeter) cage. Two were locked in 3-by-3-foot (90-by-90 centimeter) cages, while two younger children were found outside the cage but only partially clothed and smeared with feces and urine.

'This is at the top of the list of worst cases as far as children and how they're kept, how well they're kept, taken care of, ' Wise County Chief Deputy Craig Johnson told NBCDFW. Harkins is also charged with aggravated assault.

Authorities took the children to Cook Children's Hospital in Fort Worth to be evaluated. She declined to share details of their condition and treatment.
