The New Zealand government is looking at banning semi-automatic weapons following the killing of 49 worshipers at two Christchurch mosques, Prime Minister Jacinda Ardern said.

"It is clear that this can now only be described as a terrorist attack", Ardern said earlier on Friday, noting that numerous victims could be migrants or refugees.

Ms Ardern praised the police officers and emergency services involved in locking down Christchurch schools and offices, swiftly arresting the suspect, treating victims, and the defence specialists for defusing improvised explosive devices.

Jacinda Ardern said the gunman, 28-year-old Australian Brenton Tarrant, obtained a "Category A" gun licence in November 2017 and began purchasing the five weapons used in Friday's attacks in the southern city of Christchurch the following month.

Two other armed suspects were taken into custody while police tried to determine what role, if any, they played in the cold-blooded attack that stunned New Zealand, a country so peaceful that police officers rarely carry guns.
