On South Korea, Kim said Seoul "should not act as an "overstepping mediator" or a "facilitator" and should rather get its mind straight as a member of the (Korean) nation and boldly speak up for the interest of the nation".

In an editorial marking the late founder's 107th birthday, the North's main Rodong Sinmun newspaper lauded him and urged the country to "depend completely" on the current leader Kim Jong-un and follow his leadership until the end, reports Yonhap News Agency.

"Now is the time to begin the preparations in earnest", Moon told a meeting with senior secretaries, noting that as soon as the North Koreans were ready, he was willing to meet Kim "regardless of venue and form".

Moon did not directly address Kim's criticism, but said he has "high regard" for what he saw as Kim's strong commitment to diplomacy. "He also expressed his intention to resume North-U.S. dialogue and hold a third North-U.S. summit".

Kim blamed the collapse of the second summit with Trump on what he described as Washington's unilateral demands.

Kim said, "We will wait for a bold decision from the USA with patience till the end of this year but I think it will definitely be hard to get such a good opportunity as the previous summit". "We agreed that the top-down method based on will and trust among the leaders of the two Koreas and the United States are crucial in the peace process for the Korean Peninsula", Moon said.

Kim's speech came after North Korea's Supreme People's Assembly made a slew of personnel changes that bolstered Kim's diplomatic lineup. Moon, instead, said his administration is determined to implement inter-Korean agreements step by step, even if there are obstacles. Trump hailed the decision, saying a third summit with Kim "would be good".

Moon had his first summit with Kim in Panmunjom last April and another one in May. The promise was not kept.

Moon said he hoped to make concrete and effective discussions with Kim "in any place and formality at the North's convenience".

Kim said South Korea should not "pose as a meddlesome "mediator" and "facilitator" between the North and the United States.
